Protection of Public Participation Bill 2008

Deb introduced an "anti-SLAPP" Bill. "SLAPP" is shorthand for "strategic law suits against public participation". These law suits are on the rise in Australia and are intended to silence and intimidate activists, activist organisations, investigative journalists, concerned citizens or any outspoken individual or group on matters of public interest.

This bill was passed by the Assembly on 27 August 2008

Animal Welfare Amendment Bill 2007

2 May 2007

Deb Foskey introduced the Animal Welfare Amendment Bill 2007 - a bill to ban the keeping of hens in a battery cage environment. The legislation is part of the ACT Greens long-running campaign against the practise of keeping hens in inhumane conditions, and follows on from their 1997 efforts to ban both the production and sale of cage eggs.

School Closures Moratorium Bill 2006

16 August 2006

Deb Foskey introduced a Bill to the Legislative Assembly which would put the government’s school closure program on hold until the end of 2007, consistent with a motion put at the ACT Labor Party's annual conference which was supported by 5 out 9 of the ALP (Govt) MLAs.

As the ACT ALP Government did not support the legislation, the Bill was negatived in the Assembly.

Legislation Amendment Bill 2005

Deb Foskey's Legislation Amendment Bill 2005 would ensure a report on consultation was included in the explanatory statement that must be tabled with each Bill.

Government agencies already put together reports on consultation for Cabinet when presenting Bills and so a simplified version of that report wouldn't be hard to do, and would be greatly appreciated by other Members and community groups. 

Unfortunately the ACT Legislative Assembly chose not to support this Bill.

Court Procedures (Protection of Public Participation) Amendment Bill 2005

This is an anti-SLAPP Bill. SLAPPs (Strategic Lawsuits Against Public Participation) are lawsuits intended to discourage public participation in social and political activity though intimidation. This  Bill would give the  court the power to dismiss lawsuits that are being pursued for such an improper purpose.

The Bill was referred to the Legal Affairs Committee on 14 December 2005, with public submissions called in early 2006 and public hearings from March.

Land (Planning And Environment) (Unit Developments) Amendment Bill 2005

16 Feb 2005

This Bill would have required major new unit developments to include public housing, or another form of permanently affordable housing, in the development. It proposed a flexible scheme that would allow Government to negotiate with developers over each development. 

Unfortunately neither Government nor Opposition was prepared to support it nor willing to refer it to an Assembly Committee for further investigation, but Labor backbench MLAs did support the plan in their December 2005 Planning Committee report.
